The songs seems to be about some sort of alien encounter. Aliens Act 1793 was the first law to restrict immigration, in order to control the numbers of French radicals in the wake of the French Revolution. Mention of tricolours does suggest France, among other countries. Might there be a connection to Pierre Rode?
c.f. Jim Croce’s posthumous single, “I Got A Name” (1973).
It is unclear whether the lyric is “I got a”, or “I gotta”, and it matters. “I’ve got a name, I got a say” could mean “By virtue of being who I am, I have a right to speak” or “My name gives me a right to contribute to the decision making process”. Whereas “I got a name I gotta say” could mean “I am compelled to speak this name”.
